India is preparing to invest about 45,000 crore rupees, or roughly $4.7 billion, in rail infrastructure near its borders with China, Pakistan and Bangladesh. The programme aims to strengthen connectivity in strategically important areas, according to a report published on August 3, 2026. Bloomberg, citing multiple sources, said the funds would be spent in phases over the next 18 to 24 months.

The work is expected to include new rail lines, upgrades to existing routes and platform expansion in Punjab, West Bengal, Rajasthan, Himachal Pradesh, Assam and other northeastern states. About 22% of India’s total rail infrastructure investment over the next two years could be earmarked for the border-focused programme. The network is intended to support passenger and freight movement and, when needed, transport troops and military equipment.

The report cited regional security conditions as an important factor behind the plan. India aims to build a modern, all-weather rail network in the Himalayan region, the Siliguri Corridor and the northeast to reduce troop deployment times and improve supply reliability. The initiative follows earlier road, rail and other infrastructure projects in border areas.

US President Donald Trump said he prefers a diplomatic agreement with Iran over military conflict amid continuing tensions in the Middle East. Speaking to reporters aboard Air Force One on August 3, 2026, Trump said he wanted to make a deal and did not want people to be killed. He said mediated talks with Iran were expected to begin Monday.

Trump declined to set a deadline for the negotiations, saying the United States was prepared to act whenever necessary but that an agreement remained his preference. Trump also claimed the United States had been prepared for a major military operation that could have been among the largest attacks since World War II, with severe consequences for Iran.

He said a possible agreement would focus on fully reopening the Strait of Hormuz and making progress on Iran's nuclear program. The White House Rapid Response account posted video of his remarks, highlighting his preference for a deal while maintaining readiness for military action.

Myanmar’s military junta has allowed representatives of the International Committee of the Red Cross, or ICRC, to meet ousted leader Aung San Suu Kyi, according to the government. Spokesperson Khain Soe said Suu Kyi recently met an ICRC delegation led by Arnaud de Baecque in the administrative capital Naypyidaw. The report described this as the first publicly disclosed meeting between Suu Kyi and foreign officials since the 2021 military coup.

An ICRC-released photograph showed the detained Nobel laureate cutting a cake, reportedly for her 81st birthday. The cake carried the message, “Happy Birthday Aunty Su.” AFP said it could not independently verify the authenticity of the images, although AI-based analysis found no clear evidence of editing. AFP also contacted the ICRC for comment on the published photographs.

Suu Kyi has been imprisoned for several years, prompting concerns in Myanmar and abroad about her health. An unnamed senior leader of her National League for Democracy said that, if genuine, the images would at least confirm that she is alive. The leader called for her immediate release and described her detention as illegal. Suu Kyi’s supporters affectionately refer to her as “Aunty Su.”

Iran and Kuwait’s long-standing diplomatic relationship has entered a new period of tension over US military bases and regional security, according to a report published on August 3, 2026. Iranian Foreign Ministry spokesperson Esmail Baghaei said on social media that Kuwait was “part of the fire of evil forces,” as US bases in Kuwait became targets of Iranian missile strikes. He said Iran had pursued a neighborly policy but Kuwait had not repaid its assistance.

Kuwait’s government said the United States had not launched any military operation against Iran from Kuwaiti territory. Its Defence Ministry described Iran’s attacks as “criminal aggression.” The report traces earlier strains to the Iran-Iraq war beginning in 1980, when Kuwait provided Iraqi President Saddam Hussein with major financial loans, logistical support and port access.

Relations improved after Iraq occupied Kuwait in 1990, when Iran sheltered refugees and sent 47 engineers and oil specialists who helped control 28 burning oil wells. Kuwait now hosts five of the 19 US military bases in the Middle East, with about 13,500 American troops stationed there. Kuwait has also approved a five-year defence agreement with Pakistan covering military training, intelligence sharing and technical cooperation.

Bangladesh Commerce Minister Khandaker Abdul Muqtadir said the proposed Comprehensive Economic Partnership Agreement, or CEPA, with South Korea could take bilateral economic relations to a new level. Speaking at a dinner in Dhaka’s Hotel Sonargaon on 3 August in honor of South Korean Trade Minister Yeo Han-koo, he said the proposed deal would serve not only as a bilateral trade agreement but also as a strong foundation for a long-term economic alliance.

Bangladesh Investment Development Authority Chairman Chowdhury Ashik Mahmud Bin Harun and ERD Secretary Mohammad Shahriar Kader Siddiky attended the event, while Commerce Ministry Secretary Md Ataur Rahman Khan delivered welcome remarks. Muqtadir praised South Korea’s economic progress and expressed hope for a lasting trade and investment partnership. He said ties that began with development cooperation have expanded into trade, investment, industrialization, innovation and shared prosperity.

Yeo said Bangladesh’s economy, industrial base and large market offer significant potential for expanded trade and investment. Citing his work experience in Chattogram, he said he had prioritized concluding negotiations quickly. He said the agreement would create a stable, predictable legal framework. Muqtadir said he expects formal signing after remaining legal and procedural steps are completed.

Bangladesh’s Power Division has urged people not to spread misleading information or propaganda over allegations of excessive electricity bills. In a notice issued on August 3, the division said it and the relevant distribution companies had already resolved the complaints received about excess billing.

The division said some individuals or groups had recently been conducting propaganda centred on complaints of excessive electricity bills. It strongly protested against such campaigning and asserted that there was currently no scope for confusion on the issue.

Customers who still have complaints regarding excessive electricity bills were asked to apply to the relevant authority with necessary supporting documents. The notice said such applications would be verified and necessary action would be taken. The Power Division also requested all concerned to behave responsibly in relation to the matter.

Bangladesh Bank has abolished the TT discounting facility previously available to scheduled banks for short-term liquidity or cash collection. The central bank issued a directive on August 3, and said the decision will be considered effective from July 1 this year. Banks will no longer be able to obtain the facility by placing a lien on balances held in their current accounts with Bangladesh Bank.

The facility had been available to scheduled banks since 1994. Under the earlier rules, banks were required to keep an amount equivalent to 20 percent of their approved limit as a lien in their current accounts at the central bank. Those liened funds were not included in the calculation of statutory cash reserves, or CRR.

Bangladesh Bank said several modern mechanisms now meet banks' daily liquidity needs, including the call money market, repo, the Standing Liquidity Facility and interbank borrowing. Use of TT discounting has fallen to nearly zero in recent years. Yet the lien remained against approved limits even when the facility was unused, preventing the funds from being counted as CRR and creating unnecessary pressure in regulatory ratio management.

A higher regional court in Zweibrücken, southwestern Germany, has ruled that comparing the actions of the Israeli state with methods of Nazi rule is not automatically a criminal offence. Citing legal website Beck Online, Anadolu Agency reported that the court acquitted an Instagram user of all charges over several posts. The report was published on August 3, 2026.

The user had used Nazi swastikas and Nazi Party flags while making the comparisons. One story contained a table comparing Israel’s actions in the Middle East conflict with Nazi actions, above a split image showing the Israeli flag and a partially visible Nazi Party flag with a swastika. Another post depicted a wall with a swastika inside a Star of David, soldiers firing toward an enclosed area, and blood flowing beneath it.

The court said the offence of using symbols of unconstitutional organisations does not apply when such symbols are used to sharply criticise Israel’s conduct and the user clearly distances themselves from, or condemns, Nazi-era injustice. A lower court in Ludwigshafen had previously fined the woman 2,400 euros. The Zweibrücken court overturned that ruling on appeal and cautioned against interpreting the criminal offence too broadly in light of freedom of expression.

An analytical report published on August 3, 2026 alleges that Israel has become an important ally of governments and political forces with authoritarian tendencies through advanced surveillance technology, spyware and election-related influence operations. It says Israel is expanding its strategic influence internationally through a combination of state diplomacy, cyber technology and private surveillance companies.

According to the report, NSO Group’s Pegasus software has been used by governments in multiple countries, with allegations of surveillance targeting journalists, human rights activists, opposition politicians and people in allied countries. An investigative report also claimed that NSO co-founder Shalev Hulio visited Panama in 2013 using an Israeli diplomatic passport and had directly helped secure a 2012 Pegasus sales agreement with the Panamanian government. Analysts cited in the report said such firms may serve Israeli strategic interests beyond commercial activity.

The report further alleges Israeli firms were involved in misinformation, bot networks and opinion-shaping activities in Scotland, France, Colombia and Honduras. It highlights alleged political activity in Latin America and raises the possibility of online campaigning and cyber strategies ahead of Brazil’s upcoming election. No formal response from the Israeli government or the companies concerned was included.

Bangladesh began importing green chilies from India through the Hili land port in Dinajpur on the afternoon of August 3 to help control domestic prices. Trucks carrying Indian chilies started entering the country after import procedures were completed. Eleven importers received permission to bring in about 3,400 tonnes through Hili, and traders said news of the imports had already lowered prices by Tk80 to Tk90 per kilogram.

Importer Shahabul Islam said continuous rain and adverse weather had damaged chili fields in several parts of the country, reducing production and creating a supply shortage. He said prices had climbed to Tk300 to Tk400 per kilogram. Importers had sought permission because green chilies were comparatively cheaper in India, and they opened letters of credit and completed other required formalities after approval.

Anwar Hossain, deputy director of the Hili Land Port Plant Quarantine Centre, said the government granted the import permission to control market prices. He said Indian green chilies were last imported through the port on November 20 of last year. Traders expect supplies to increase and prices to decline further if imports continue regularly.

Jatiya Chhatra Shakti’s Dhaka University unit staged a protest at the foot of the Raju Sculpture near TSC on August 3, denouncing gas and electricity shortages, higher fuel prices and rising costs of essential goods. Participants carried hurricane lamps and empty cooking pots as symbols of the crisis and accused the government of failing to control energy supply and commodity prices.

Unit president Tahmid Al Muddassir Chowdhury alleged that power shortages, unusually high electricity bills and gas disruptions were affecting households as well as industry and production. Organizing secretary Mohammad Sakib described the gas, power and commodity-price problems as artificial and emphasized controlling inflation. Protesters also chanted slogans during the gathering.

Vice-president Mohammad Abu Sayeed alleged renewed syndicate influence in the power sector and said prolonged gas shortages in Dhaka were causing wider disruption. The group demanded swift resolution of gas and electricity shortages, an end to abnormal power bills, controls on fuel prices, and essential-goods prices within public purchasing capacity. Chowdhury warned of lockouts and blockades at institutions under the Energy Ministry, including Titas, if the gas crisis was not resolved.

Prashant Kishor of the Jan Suraaj Party defeated BJP candidate Neeraj Kumar by more than 19,000 votes in Bihar’s Bankipur assembly by-election held on July 30. Kishor received more than 63,000 votes, while Kumar secured about 45,000. RJD candidate Rekha Kumari received about 15,000 votes. The result marked a setback for the BJP in a constituency described as one of its strongholds.

Bankipur had been held by BJP national president Nitin Nabin before he moved to the Rajya Sabha, triggering the by-election after his resignation as legislator. Following the 2008 delimitation, Nabin won the seat four consecutive times from 2010 to 2025. His father, Nabin Kishore Prasad Sinha, had won the constituency four straight times between 1995 and 2005.

Political analysts said the contest was BJP’s first major electoral test after protests against alleged NEET exam paper leaks. The BJP’s state leadership acknowledged defeat and said recent anti-paper leak and anti-corruption protests affected the result. Kishor called the victory a win for Bihar’s people and said it conveyed their demand for capable and acceptable leadership.

Bangladesh has asked India to ensure that deposed prime minister Sheikh Hasina and members of the banned Awami League cannot use Indian territory to make political statements or conduct activities intended to destabilize Bangladesh. Humayun Kabir, foreign affairs adviser to Prime Minister Tarique Rahman, conveyed the request to India’s newly appointed high commissioner, Dinesh Trivedi. The issue arose during their courtesy meeting on Monday at the Prime Minister’s Office in Tejgaon, Dhaka.

The two sides discussed Bangladesh-India bilateral relations and matters of mutual interest. Reports circulating on social media that Hasina, who has taken refuge in India, may speak publicly on August 5 were also raised at the meeting. Against that backdrop, Kabir warned that such activities could harm positive progress in bilateral relations.

According to a Foreign Ministry press release, the Indian high commissioner assured Bangladesh that he would give the matter due consideration, make necessary inquiries and remain attentive to it. Both sides expressed hope for strengthening and advancing bilateral relations based on mutual respect, trust, dialogue and shared interests. They also stressed continuing regular dialogue and constructive engagement.

Bangladesh Satellite Company Limited (BSCL) has received international recognition for using space technology to address climate change. The company has gained membership in the Space for Climate Observatory (SCO) and formal recognition for imaging and space-based data as Bangladesh’s national focal point. BSCL announced the development in a press release on Monday.

BSCL applied to join the international alliance on December 8, 2025, with approval from the Department of Posts and Telecommunications. The SCO Steering Committee subsequently approved Bangladesh as an associate country and national focal point. The alliance is led by the French space agency CNES and was established in 2019 at the initiative of the French government.

SCO uses satellite and local socioeconomic data to support observation, forecasting and decision-making on local climate-change impacts. In Bangladesh, its funded BanD-SOS project provides real-time forecasts for cyclones and storm surges. BSCL said the membership will create opportunities for space technology use in disaster-risk reduction, environmental monitoring and SDG implementation. A formal signing ceremony is planned at the Space Summit in Paris on September 9, 2026.

The government has given policy and final approval to the draft Prevention and Remedies for Enforced Disappearance Act, 2026, at the 15th Cabinet meeting chaired by Prime Minister Tarique Rahman at the Secretariat. The Home Ministry presented the draft, and the decision was announced in a press release on Monday evening. The law defines enforced disappearance as a distinct cognizable, non-bailable and non-compoundable criminal offence.

According to the release, the legislation aims to uphold human rights, human dignity, personal liberty and the rule of law. It establishes a legal framework for preventing disappearances, prosecuting those responsible, locating disappeared people, and ensuring victims’ and families’ rights to compensation and rehabilitation. It includes court-issued search warrants, trials in an accused person’s absence, admissibility of digital evidence, and confidentiality and security protections for witnesses, complainants, information providers and victims.

The draft requires investigations to be completed within a maximum of 120 days and trials within another maximum of 120 days. Disappearance offences carry up to life imprisonment and fines. If a disappearance results in death, a body is found, or a person cannot be recovered alive or dead after five years, penalties may include death or life imprisonment and fines up to Tk1 crore. It also provides for compensation funds, state compensation, a central database and international cooperation.
