The letter was initially issued in response to a national commission investigating the 2009 BDR mutiny but was later canceled to avoid misinterpretation. ISPR accused a vested group of trying to create distrust between the army and police. It urged all to avoid spreading misleading information and emphasized continued cooperation between the two forces.
