The Police Bureau of Investigation (PBI) has submitted a charge sheet against 66 individuals, including former Prime Minister Sheikh Hasina, in connection with attacks on protesters during the July uprising in Chattogram. The case was filed by Md. Afsar, also known as Kafil Uddin, who alleged he was injured by gunfire and explosions during an anti-discrimination student protest on August 4, 2024. The charge sheet, submitted in March 2026 following a court directive, does not include Helal Akbar Chowdhury Babor, a youth leader previously seen armed during the unrest.

Bangladesh Human Rights Foundation Secretary General Advocate Zia Habib Ahsan criticized the omission, noting that media footage showed Babor wielding a firearm and that investigators should have verified his involvement. The PBI report recommended charges against 66 people, including senior political figures, while suggesting exemption for 26 others due to lack of evidence.

Questions have arisen within political circles about why Babor’s name was excluded, given his past ties with the complainant and multiple criminal cases against him. The investigating officer stated that only those with verified evidence were charged.
