He instructed officials to maintain transparency and accountability in relief operations, ensure safe shelter conditions, and provide special care for women, children, the elderly, persons with disabilities, and pregnant women. Law enforcement agencies were told to remain alert to prevent crimes such as theft, looting, or relief misappropriation during the crisis.
