This move has sparked outrage among Secretariat staff, who fear it will permanently block their promotion opportunities. The Bangladesh Secretariat Employees’ Council has warned of potential protests. They allege that the ministry formed a committee to merge non-cadre staff into a unified recruitment structure, effectively eliminating the career progression path for Secretariat employees.
