Fundamental Differences Emerge in Basic Reforms
Discussions between political parties and the National Consensus Commission are approaching their final stages. During this period, fundamental differences on key issues have become clearer. The BNP wants parliamentary debate on forming a caretaker government if the ranking system is not accepted as a solution. They propose that appointments to constitutional and constitutionalized institutions should be made through executive law. However, the party views the draft July Charter positively. Jamaat and NCP have strongly objected to BNP’s proposals. Bangladesh Jamaat-e-Islami calls the draft July Charter incomplete and views the proposal to implement the charter within two years by an elected government as dangerous. According to the party, the July Charter’s implementation requires either the issuance of an ordinance or a public referendum. The NCP says they will consider whether to sign the charter if clarity is not provided on how the July Charter will be implemented.
