The proposal outlines a sustainable recovery path, aiming to improve Palestinian living conditions. The joint statement emphasized Hamas should neither govern Gaza nor pose a threat to Israel. The plan prioritizes the Palestinian Authority’s leadership and reforms to ensure stability and long-term rebuilding efforts.
