Iran’s parliament National Security and Foreign Policy Committee has approved a draft law to impose fees on ships transiting the Strait of Hormuz, according to the state news agency IRNA. The committee approved Article Three of the proposed law, titled “Strategic Action to Ensure the Security and Progress of the Strait of Hormuz.” The report was published on August 24, 2026.

Committee spokesperson Hassan Khashkavi said the charges would cover services provided to vessels, including maritime, environmental, insurance, security and other services. Fees could also apply to fuel supplies provided under special circumstances. The charges would be collected from ships owned by countries granted permission to transit the strait.

Payments would be made in Iranian rials or another currency designated by Tehran, Khashkavi said. He added that the proposal considers the rights of countries bordering the Strait of Hormuz, referring to Oman’s position after adoption of the 1982 United Nations Convention on the Law of the Sea. The strait has become a major point of dispute in efforts to end the US-Israel war with Iran.
