Salahuddin Ahmed stated that all parties agreed on the issue of constituency delimitation, which is already covered under Article 119. However, opinions differed on forming a separate commission for this purpose, with some proposing a specialized committee instead. He added that the caretaker government system is nearly restored and remains under judicial consideration. Although the Chief Justice traditionally plays a central role in forming the caretaker government, there could be provisions allowing the appointment of a Chief Adviser and their advisors by national consensus, excluding the judiciary. The BNP has agreed on constitutional safeguards to prevent any return to autocracy within ten years and proposed setting the caretaker tenure at 90 days. Under the caretaker provision, local government elections are excluded, while the Election Commission’s powers remain unchanged.
