Chief Adviser Professor Muhammad Yunus emphasized replacing conventional training in government service with problem-solving-based programs to improve efficiency and eliminate corruption. He made the remarks on Thursday, February 5, at the state guesthouse Jamuna while receiving a report from the Governance Innovation Unit (GIU) on the performance and institutional evaluation of training institutes. Yunus said the goal is to ensure that citizens do not need to approach government offices, as services should reach them directly through technology-enabled automation.

He criticized outdated training systems that lack skilled personnel and modern methods, calling for performance-based incentives to motivate officials. Yunus instructed the development of high-quality training institutes with ranking systems and encouraged participation from private-sector employees. The GIU’s evaluation, initiated on September 10 under the National Training Council’s guidance with UNDP support, covered five institutions under the Ministry of Public Administration. The report included strategies to enhance quality and overcome institutional challenges.

Committees comprising academia, training representatives, and senior officials guided the process, which followed a learning-by-doing approach and incorporated international best practices and standards.
